Minutes of the uonference and proposed
letter to Hong Kong are now before the Army council
for their concurrence or otherwise. If the Army
Council conour, the letter we propose to send to Hong Kong will be sent to the Colonial Office for any remarks they may wish to make before it is
finally despatched.
